By Rep. Burr P. Harrison In news reports of the President’s budget message to Congress, the headlines went to the figures. It Is generally known, therefore, that Mr. Eisenhower has asked for $73.3 billion in appropriations and contracting authority for the fiscal year beginning July 1, and that this is approximately $2.8 billion over the comparable figure for the current fiscal year.
Apart from the figures, however, the message asked for a number of new laws. In other words. It Included spending estimates for programs already authorized by lawwmd . In addition, suggested new Federal activities. In some instances, the President included amounts in his total to provide for these additional costs, in anticipation of their
