The New England States, particularly,* are interested in Mr. Eisenhower's statement:
“I repeat my recommendation of last year for the prompt enactment of appropriate authority under which communities can be assisted in solving basic problems of persistent unemployment. • • •”
The multl-million-dollar Fryingpan-Arkansas dam project in ■ the West was urged on Congress again, and Mr. Eisenhower recommended prompt action “to decide how the Niagara power project can best be developed.”
The President also requested . authority to send to Iron Curtain countries of Eastern Europe, under barter deals, “nonstrateglc agricultural surpluses,” and to incur an additional billion dollars in losses on disposal of farm surpluses for foreign currencies. ,
Mr. Eisenhower asked Congress to give “special attention” to setting up a Federal advisory commission on the ftn^ arts and to provide a residence for the Vice President.
Some form of Federal insurance, or guaranty, of certain voluntary health Insurance plans also is Implied in his request for a law “under which smaller insurance companies and nonprofit associations could pool their resources and experience.”
For non-defense activities of the Federal Government, the President is requesting in his budget $400 million more for next year than the estimated non-defense spending this year. His figure Is $2.4 billion mqre than spent on non-defense matters in fiscal year 1956 and $4.6 billion more than spent in 1955.
