The President wants a fouryear program of Federal financing of school construction, starting with $451 million In the fiscal year beginning July 1. The United States Office of Education would be in charge. The contention is that the States and local communities no longer are able to take care of their own school construction needs.
Mr. Eisenhower also wants Congress to give him authority to contract for h&lf-a-billion dollars worth of additional slumclearance in big cities.
In Mr. Eisenhower’s words, other new Federal activities are proposed:
“The Congress is urged to enact legislation under which the Federal Government can help the medical and dental schools build more and better teaching, as well as research, facilities*
"The unemployment insurance system should be extended and improved. Similarly, Congressional action is recommended to extend the Fair Labor Standards Act (Wage-and-Hour Law) to additional workers. • • • The Federal 8- hour laws should be revised and brought up to date and legislation should be enacted to assure equal pay for equal work.
