8. In the event that any license plate issued under the provisions hereof shall be lost or mutilated, or shall become illegible, the person who is entitled thereto shall make immediate application for and obtain a duplicate or substitute therefor, upon furnishing information of such fact satisfactory to the Treasurer of the County ana upon thb payment of a fee of Fifty Cents (50c) to the said Treasurer, or other agent of the Board appointed for the purpose.
9. The said license shall not be transferrable as between persons or vehicles.
10. Upon the application to the Treasurer of the County, or other agent of the Board appointed for the purpose, for said license, upon forms provided therefor, and the payment of the cost thereof as herein provided to the Treasure*, or such agent, the Treasurer, or such agent, shall issue a license plate and the vehicles for which this license is procured shall have exhibited thereon, in the front or rear thereof, and attached thereto, the said license plate, in such a manner as the same shall be plainly visible to the general public.
11. There shall be exempt from the operation and requirements of this ordinance all vehicles exempted from the imposition of. state, county, city and town ordinances under the provisions of Article 1. Chapter 3 of the Code of Virginia of 1950. as amended.
12. In the event any provisions of this ordinance is declared unconstitutional or otherwise invalid, the such shall not invalidate other provisions of this ordinance.
13. Any person violating the provisions of this ordinance shall be guilty of a misdemeanor and shall, for a first and each subsequent conviction thereof, be punished by a fine, of Five Dollars, ($5.00).
And it is further ordered that the said resolution be published in the Rappahannock News, a newspaper published in the County of Rappahannock, and having general circulation therein, and as required by law, and it is further ordered that notice be published in said newspaper, as required by law, for Thirty Days (30) showing the proposed new motor vehicle license tax for the year beginning 15th of April, 1957, the purpose of such tax is to provide a sinking fund to be earmarked “Building Program for Schools”.
