It will be noted that neighboring counties have already taken steps in this, direction. The 10c levy would give a $100.00 a year salary increase to the'qualified teachers now in the county’. It should be further noted _ that, of the present 44 teachers in all Rappahannock schools, 6 do not possess certificates. COMMITTEE COMMENT: Of every tax dollar collected in the United States, approximately 75 cents goes to the Federal Government, leaving only 25 cents to be divided between the states and localities. Unless the trend for more and more federal services is reversed, the states and localities w'ill have even less to spend as they see fit in the future. A vehicle tax will raise local funds to be spent locally. Without a vehicle tax, the additional expenses in Item 8, above, would mean an increase of 34 cfcnts in our present rate of tax on real estate and personal property. It should be noted that, at the present, 85% of all • tax- money collected in Rappahannock County is used for the benefit -of our schools.' The Committee recommends the vehicle tax for two reasons: 1. To prevent'an increase in the already burdensome load carried by real setate; 2. To broaden our tax structure so more of our citizens will feel an active interest in our school system. The building program outlined above is predicted on the passage of thC vehicle license tax. If this can not be done, and an additional load . is placed on the real estate in the county, the Committee withdraws its recommendation for the construction of a new school building.
