The Federal Government which had $7 billion invested in the surpluses of these three crops at the middle of the last year, will have about $9.1 billion invested by the middle of 1959 and $10.4 billion by the middle ofl960.

It is a sad commentary on our failure to develope a workable method of balancing our agricultural economy that, in 30 years, our surpluses have been reduced sharply only in time of d.sasterous drought or war. * The critical question is how long we can afford to invest tax funds at a steadily increasing rate in artifcial controls and price supports which are-of no direct benefit to two out of three of th& Nation s farmers. It is economic irony that budgetary difficulties may force us finally to break away from the hodge-podge of penalties and bonuses which compose our present acreage-allotment and price support system.
