Washington—Citizens seeking CongressionaJ support for an increase in the appropriation for one or another of the many domestic federal grant-in-g#! programs often make this sharp comment when the precarious position of the L.S. Treasury is pointed out to them:
"Well, you fellows* in Washington seem to be able to find billions of dollars every year to give away to foreigners; why don t you use seme of that money to help us here at home?”
This would appear to be a politically-portent retort. Why, then, does the Congress continue to vote between $3 and $4 billion annually for military and economic assistance to other, nations ? It is done because a$jnajo+ity of the people s representatives have become convinced hat continued world uncertainty and tension demand that we carry on with tangible support of countries presumed friend/y to jgjP-’There are substantial differences of opinion as to thtyproper expenditure, and as to tw breakdown between military and economic aid, but, in the final analysis, the expressions of the President carry great weight, and \lr. Eisenhower consistently has placed the full force" of his official and personal prestige behind his recommendations.
