Although 1 have not been unmindful of the importance of mutual refense arrangement*, 1 have not found it possible, in recent years, to support the foreign aid bills in the form in which they have been presented for final vote. In company with many other citizens, I have been disturbed by recurring evidence of wasteful poli-' vies and administration in the disbursement of these huge sums abrnad. partcuarlv in the economic aid and lack of convincing evidence that, in many areas of the world, our spending has been paving appreciable dividends in added security or firm friendship.
As I am no longer a member of the committee having charge of the program, 1 will reserve judgment this year, as in the past, until, the committee sends tthe measure to the floor of the House for debate.
