greed to ask the state whether it would be possible to hire a consultant to conduct the study rather than hire another staff member for the district staff. There had been a somewhat spirited debate over the desirability of consultants versus keeping the size of the district’s bureaucracy limited.
“I understood we had two alternates,” said Richard McNear, and a clarifying letter had been requested. The reply from Robert G. Gillespie Jr., Virginia’s acting manpower administrator, however, ‘‘didn’t address the subject and give us three unrelated alternatives. It seems to me we still need clarification. The letter doesn't even give us the alternative of hiring a staff member.”
(Actually, the letter was somewhat clearer than McNear reported. Gillespie said the proposed study would merely be a duplication of state studies, and he suggested they use the money for something else, either ‘‘public service employment, individual referral, or reserve the $20,000 for next summer for a summer Youth program.”)
