Pete Luke of Rappahannock was less sanguine about the study, however. He noted that a meeting had been held the previous night in Rappahannock with Criminal Justice Planner John Jones, and he said he understood some reservations were expressed.
When called upon to speak. Jones started off by saying something about how regional facilities “would provide judges with more alternatives” in deciding what to do with convicted persons, and to Adams he said he was sure ‘‘Fauquier wants,to get in on the initial phase of the study, anyway.”
“Well, George Davis (Rappahannock’s Commonwealth’s Attorney) had some ideas that might shed a little different light on this,” said Pete Luke.
“MR. DAVIS said he was opposed to an expensive feasibility study,” admitted Jones. “But we have to have a feasibility study to meet federal regulations for construction grant funds.
“Maybe the facility could be built strictly with local funds,” suggested Art Warren.
“It seems to me,” said Pete Luke, “that some more homework needs to be done. Maybe we only need a $3,000 study, not a $20,000 study. Politically, I think we’d be in trouble if we endorsed a $20,000 study.”
“That cost estimate was based on what was done in another area,” explained Warren, stating that the study might not necessarily cost that much here.
