The Bricker Resolution as amended was strongly opposed by President Eisenhower, Secretary of State Dulles and others who said it would "hamstring” the President, in carrying out concern because I have consistently supported the kind of internationalism involved in the Hull Reciprocal Trade program and I believe our nation cannot live unto itself in the modern world.
