says that any treaty or international agreement which conflicts with the Constitution shall have no force and effect. This is similar to the first section 6f the Bricker Amendment and was not objected to by President Eisenhower although Dean Ribble and others have said it is unnecessary because the Consitution already is clear on that point. The substitute also says that any international agreement other tharTa treaty-shall hofbe- ~ come internal law for the1 United States' except by an act of Congress. This -does not touch the President’s treaty-making powers and also allows him to enter into executive agreements covering international affairs but simply prevents the executive from using an international agreement to change the internal laws of the United States without the approval of the Congress. This, I believe, is a reasonable compromise which should serve the ends I had* in view when I first agreed to back the Bricker Amendment.
