Dear Sir:
Not for many years has Virginia faced so many critical needs. These include more and better schools; higher salaries for school teachers; more and better hospitals and sanitoria; care and education for mentally retarded and physically handicapped children; safe highways and other services for the safety, health and welfare of all of our citizens.
Unfortunately, at no time in recent years has the General Assembly of Virginia been in a less favorable position to appropriate adequately for these needs.
In spite of this, we may see almost $1,000,000 spent by the 1954 General Assembly for a building in Richmond that would provide free offices for certain veterans’ organizations; provide an auditorium of benefit primarily to Richmonders; and serve as
