(3) The State headquarters of the Adjutant General of Virginia and the National Guard of Virginia and the Division of War Veterans’ Claims will be housed in the Memorial in contravention of the established State policy of eventually locating all State offices in the vicinity of the Capitol Square;
(4) Many veterans and their families oppose this type of Memorial; and
(5) A decision should be made prior to the construction of the proposed Memorial to determine the best method and means for according proper recognition and appreciation to the veterans of the Korean -War.
