We citizens have oecome •calloused and setra to think that these deaths are part of things that are to be. We are unwilling to use much effort to correct the conditions. We listen to speeches at -*■ our clubs, we look at many pictures of motor traffic accidents ind go home salving our conscience with the feeling that we have helped ,in the motor accident prevention and we have dope no,thing. V . If we paraphrase, a state that _ knows of these useless killings and does not do the obvious thing to prevent them, is impotent, stupid, blind and invites disaster.
