In letters and personal conversations, 7th District veterans have told me of their cruel disappointments. They had read that a veteran who could not obtain a G.I. guaranteed housing loan from privvate sources could apply to the Veterans Administration for a- direct loan. They had understood, too, that the 83 rd Congress had set up something called the Voluntary Home Mortgage.Credit Program, which was intended to induce private lenders to make home loans, in small communities and rural areas.
In case after case, though, this is what the veteran reported:
1. He tried without success to obtain a G.I. guaranteed loan from local banks. (This is the loan in which the Federal Government, through the Veterans Administration, merely guarantees that the private lender, up to certain limits, will not lose his money if the veteran defaults.)
