Some citizens have an impression that any Government publication may be obtained free from, a Congressman. This is not the case. Allottments of certain publications, mostly in the field of agriculture , are made to the 7th Congressional District, and I receive many requests for them. In order to distribute them fairly, I send out lists of those available occasionally. Should these booklets not be used in the 7th Congressional District, they would be transferred to the credit 6f another section of the country. Once they have been printed, the taxpayers have paid for them, so they are not free.
In our hugh Federal Government, it is almost impossible to determine the true cost of preparing a particular booklet. This figure should include not only the cost of the paper, ink and printing work,but a proportionate share of the salaries and “fringe benefit” costs of every federal bird-house researcher, photographer, artist, writer and editor who participat
