Last week, for example, we were told that the International Conoperatlon Administration bought $850,000 worth of irrigation pumps from a Japanese firm for use on a project in Pakistan before it even had adequate engineering data for the construction of a pumphouse. The pumps are resting in a Japanese warehouse, and the ICA now is not sure the project should be carried forward, according jto the testimony. So far, we taxpayers have contributed $1,176, 000 to the idea.
Then, there is the trouble about saw mills. The ICA bought pne for about $500,000 and shipped :t to Iran. By ICA admission, th? equipment proved absolutely and totally inadequate” to cut the heavy teak wood legs of Iran. For nearly three years, the ICA has been promising Formosa a sawmill. So far, $579,000 has been spent for equipment but the wood hasn’t f been cut yet.
Pakistan is regarded as a friendly nation, but the committee testimony placed before us in Washington told a story of almost continual fussin’ and feudin’ between American technicians and P a kistani officials over the installation of airport equipment.
