At that, time, Soviet Russia intends to* turn over - control of all traffic entering Beilin to the East German Government_a puppet regime which the United States does not recognize. -The-situation contains elements of terrible danger, combining into a real possibility of aimed conflict, , either localized or catastrophic general war. Needless to say, the most, earnest diplomatic efforts of th^ nation.of the Free World are being expended to preserve this planet from nucear scourge. It is probabe, too, that the Kremlin does not want war at this time. After all it has been making good progress toward its objectives without direct engagement in bdftje, *nd it knows Russia could not beprott**ed fully from our retaliation in case a Soviet attack were launchedThe peril, then, is that one side or the other might stumble into war through a miscalculation of the opponent's determination and capacity.
