The Virginia State Highway Commission has held up new project starts until the problem is solved. This seems a very good idea, particularly in view of the fact that Virginia does not have enough of its own funds to put up its 10 percent contribution toward the interstate system, even if the federal 90 per cent were available. I do not know how much of Virginia’s difficulty in financing the highways it really needs may be traceable to such decisions as that which added 54 “political miles” to Interstate Highway 64 at an additional cost which may well reach $50 million by the time the road gets under construction. The Comptroller General of the United States already has filed with Congress a report sharply Critical of the federal aspects of the program, citing “a lack of top pro- ‘ fessional leadership in financial management”. Before the Nation Teapot Dome may look like a child’s game of marbles.
