The Local Emergency Operational Plan

We strongly urge complete and total support from every person living in Rappahannock County for the Local Emergency Operational Flan (Civil Defense), unanimously passed by the Board of Supervisors at a special meeting on June 21, 1961.

The plan is intricate, difficult and urgent, requiring the time, effort, woik and wholehearted cooperation of those who want to survive in this Atomic Age. Any Civil Defense Plan by its very nature and scope must be hard and cruel for those who do not adhere to it, or possess the required knowledge for survival. In an emergency, your neighbor cannot help to save you or your family....if he is lucky, he may have time to save only himself.

The introduction to the Local Emergency Plan, adopted by the Board of Supervisors, setsforth some of the need for such a plan and is as follows:
