The potential enemies of the United States have the power to attack this nation with weapons which have an explosive effect of jup to 20 million tons of TNT. In addition, there is always the danger of use of poisonous gases and other elements of chemical and biological warfare. If the targets in the United States were to be hit with hydrogen bombs or other thermonuclear devices, there would be a period of time during which there would be no communication or commerce between the State government and the National government; and there may be no communication or commerce between Rappahannock County and the State for an indefinite period of time. This is true regardless of where the bomb hits. No one knows how long thus period of isolation may be. It will be for at least 72 hours and the actual time will probably .be much longer Therefore, each community, each town, each county, and each city, must live with the resources which it possesses during that time.
For planning purposes then, Rappahannock County must b e considered both a potential target area and a potential support area, ready to lend valuable assistance to areas that might be directly effected.
