This would necessitate calling on the State of Virginia for necessary support assistance. However, if the Washington, D. C. target area did not sustain such heavy concentration of attack, Rappahannock County might well escape any bomb damage. On the other hand, there can be no assurance that faulty aiming or malfunction of thermonuclear devices would not subject Rappahannock County itself to severe bomb damage. Therefore, Rappahannock County must establish a state of constant readiness to meet any attack which would directly or indirectly affect its citizens. •*
The same logic pertains to natural disasters. No one can predict with reasonable certainty the moment when tornadoes, fire, explosions, or other similar disasters will strike. ;
Therefore, prudence dictates that a state of constant readiness to meet disasters as they arise is a responsibility that government owes its citizens. In this thermonutlear age, time is of the essence. Preparedness may spell the difference'between extinction and survival.
