Jensen predicted that population pressures in the Richmond-Petersburg-Hopewell area might soon make even modern conventional waste treatment processes inadequate and call for totally new and even more costly approaches to waste treatment along the James River. He suggested that the FWPCA and the State of Virginia make a comprehensive study of the James River Basin to determine current and future waste treatment needs and to develop programs for eliminating or reducing the pollution of the river. Such a joint project is authorized under the Federal Water Pollution Control Act
