Vepco tried some legal maneuvering. First, it challenged the validity of the landowners, and asked that the proceedings be post poned until notarized affidavits of ownership could be obtained. A crowd descended on the court to testify that they were, indeed, bona fide property owners.
Snead finally did issue similar orders, restraining the property owners from interfering with the surveyors, but spelling out requirements to the surveyors for 72 hours’ written notice. He also told them to avoid cutting or trimming of dogwoods wherever possible, and to refrain from cutting any living trees of five inches in diameter. No tree within 100 feet of a dwelling can be cut.
