Aa for the examples of risk-taking that were cited, the light bulb and motorized vehicles were developed by entrepreneurs and inventors who put their own resources at risk, not the resources of their follow taxpayers. The bruits of their risk-taking benefited the lives of all humanity in immeasurable ways. Can we say the same for stadium lights?
