Thus intra-mural competition in foot ball, basketball, tennis or other sport is not considered highly organized. The committee felt that the failure of many midget sports programs, in the highly competitive field, was that they did not provide every boy with a chance to compete to the best of his ability, even though he was not one of the best players in his particular community. The committee also felt that the fun damental goal in all midget recreational programs should be the development of the qualities of good citizenship, and the satis faction of basic human needs, such as ac ceptance, adventure and recognition, and also happiness. Further, the committee feels that com petitive athletics should be only a part of the total community recreation program, which should include activities like outdoor living, games, music, drama and the arts and crafts. This field is too often neglect ed in favor of some highlv organized and I highly competitive midget sport. It also suggests that equal funds be allowed for the recreation opportunities of girls, compared with those of the Hoys.
