There ere those who say that we don’t have to use the Battle Fund now; let’s wait awhile. How long do you think the seventy some odd counties, who are utiliring the Fund, are going to let their Legislators let the twenty some odd counties hold their portion of the Fund in the State Treasury—no longer than it will take for the Legislators of the seventy odd counties to enact a law making the balance of the Fund available to the counties who are trying to improve their school systems.

Even if it were possible to use the Fluid to construct a building at such locations, we would have nothing more than we already have — poorly arranged and totally inadequate buildings—except more of it. If the county had used all the money it has spent on the schools in Washington, Sperryville and Flint Hill in the past 15 years, on a new building, the county could have had a high Bchool building that would have cost the county little if any more than the improvements made at the' above mentioned schools. Let us not be guilty of this mistake again! At the present, we have structures that are best described by an incident that took place not so many months ago in one of the schools. A prominent citizen was saying to another, “I don’t see how the children learn anything in these class rooms, I never saw such a dirty, dingy atmosphere.” To make the situation more ironical, the remark was overheard by a person who suggested that a new school building would correct the situation. The prominent citizen replied “Oh, No! We just can’t do that.”

Let us also open our eyes to the fact that there are those who are trying to confuse the public by quoting building and operational costs of a new building excessively
