February isn’t such a bad month. Twenty-three days from now it will all be over, anyway, so there isn’t reason to worry too much about it. Someone told me that authors drink coffee because of the Balzac tradition. I labor under no delusions that 1 shall ever be an author, but in earning a living 1 do sometimes put a few words together in groups with a capital letter at beginning and period at end. 1 usually drink black coffee while 1 do it, but Balzac had nothing to do with it. 1 was drinking coffee like a fiend before I ever heard of Balzac.

In that speech 1 emphasized the importance to Southwest Virginia, as well as other areas, of a healthy program of foreign trade. My immediate personal interest in this subject centers around the meeting of the International Wheat Council which opened in Washington on Friday, January 30. This is a continuation of discussions started in London last April by the forty-six nations participating in the International Wheat Agreement of 1949. More than two-thirds of the world’s wheat trade is being carried on under this agreement, -which set the maximum price which the four exporting nations. .(Canada, Australia, France and United States) could charge and a minimum price which the forty-two importing countries would pay, with a free market between those limits.
