Section 10. This Ordinance, and the rights and privileges hereby granted and conferred, shall not become effective unless and until the said grantee shall file with the Mayor of the Town of Washington its written acceptance thereof, in form satisfactory to the Mayor, and shall enter into a bond, in the sum of $100.00 with surety satisfactory to the Mayor, conditioned to the effect that the grantee will construct and maintain, or, if constructed, will maintain, the plant, or plants, provided for herein and reasonably necessary for the exercise of the rights and privileges granted in and by this Ordinance, and will maintain the same in good order throughout the term of this grant, and will comply with the terms, provisions and conditions of this Ordinance in all respects.

Section 11. This Ordinance shall be in force from its passage.

II. That upon the approval of this Ordinance by the Mayor of the Town of Washington, it shall be the duty of the Clerk of the Council of the Town of Washington to cause to be advertised once a week, for four successive weeks in some newspaper of general circulation in the Town of Washington, Virginia, the draft of the Ordinance contained in the foregoing sections, and, in addition, she shall, by such advertisement, invite bids for the privileges and rights proposed to be granted by
