ENCOURAGING ASPECTS OF BUDGET MESSAGE .
Obviously it is impossible within the space of this column to analyze a document as complicated as the budget message which the President submitted to the Congress last week. What follows, therefore, is merely my comment on some of the features which first impressed me and which I shall want to discuss more fully at later dates.
