In 1949, people in Fairfax County became aroused and demanded that these hidden! state funds be utilized. State officials denied that any surpluses existed, Investigation disclosed that $84,800,000 in idle funds was on hand—and furthermore that an additional $42,100,000 unallocated surjplus would accrue in two more - years. At first, state officials denied that there would be more than $5,000,000 in surplus funds. Later, they admitted to $12,000,000.
During the hot four-way gubernatorial campaign of 1949, this amount began to increase as the race became closer. Governor Battle made campaign promises of outright - grants to counties to build schools. Finally the entire $84,000,000 was admitted and placed in conditional appropriations and, in addition, $30,000,000 of unallocated surplus was admitted. v
