Governor Battlf kept his campaign promises. Thus the method by which the General Assembly had hidden all this money was exposed. But the facts behind this spectacular exposure where not generally known or understood by the people.

The faulty and obsolete form of county government is responsible for the failure of. the taxpayer’s funds to meet his needs. The school system must be brought closer to the people. The people have the power to adopt a better form of government by a simple referendum within each county. Naturally there are reactionaries and local political bosses who would bitterly fight any change— but this would be too little avail against taxpayers who were aware of the facts. The people can regain their rights if they vote for them.

Full responsibility should be placed in the hqmds of the supervisors, directly elected by the people. The tax money, the appointments, and the entire busness of government should be placed on their shoulders, together with the full responsibility.

For the people do have control over their elected officials. A Board of Supervisors must, of necessity, be responsive to the wishes of the people themselves. They would fail of reelection if they were not. .

The citizens of Fairfax County, by becoming organized and aroused: 1. Registered and got out the heaviest vote ever. 2. Passed a bond issue for schools. 3. Exposed the State’s hidden surpluses.and forced their use.-=4. Exposed the weakness of the-local government. 5. Adopted a new form, with greater local control. 6. Demanded and got a more responsive school control. 7. Demanded democracy and showed that it works.

The voters here can do that, too!
