My objective in dealing with the bilk handled by our Senate Appropriations Committee this year has been to make reduction^ wherever possible because I am genuinely concerned about the fact that every year the Federal Gov: ernment continues, to spend more than it collects. I was. forced to * make two exceptions last week, however, when our Subcommitteevoted on the Labor, Health, Education and Welfare Appropriation bill because I felt the merits of these cases demanded more generous treatment 'than had been given by the House of Representatives. / *
One item which the Subcommittee increased on my motion was for Federal payments for operation of schook in areas which, are heavily burdened because of defense operations or other activities of the Federal Government. Virginia counties and cities around, Washington and in the Hampton Roads area have found it particularly difficult to furnish the enlarged school facilities made necessary by the influx of Federal workers and armed service personnel. The appropriation.'for payments to such school districts this year was $72,350,000. TJ»e President in his budget message recommended $58,500,000 for next year, a cut of $17,350,000 and the House cut off another $3,500,000, ; allowing only $55,000,000. Another upward revision made by our Subcommittee in which I concurred was to add a total of $7,750,000 to the amounts approved by the House % for the several divisions of the National Institutes of Health. The increases included $1,500,00 for the National Cancer Institute, $1,000,000 for Mental Health Activities, $1,000,000 for the National Heart Institute, $2,000,000 for arthritis and metabolic disease activities and $1,500,000 for neurology , and blindne^
