What does the Supreme Court, In its action of May 17, 1954, say? , It does not say that public schools must be integrated.
It does say that no public school can deny any fchild admission because of his race. '
What does the Gray Commission recommend?
1. Jt recommends that local school boards be given more power
a. Power to assign pupils by reason of ago, aptitude, welfare and the child's own best interest. Under the pupil assignment plan, a parent who is dissatisfied has the right to appeal to the local circuit court. •
b. School boards to have more control over pupil transportation.
c. Wider authority in assigning teachers.
2. It recommends that the compulsory attendance law be relaxed so that no child of either race be compelled to attend an integrated school over his parents’ objection.
These two recommendations of the Gray commission can be adopted without changing the constitution- «
3. The third recommendation of the Gray ommission would authorize the use of public funds for tuition, grants for private school education. These would go to children in localities where the public school was abolished, and to children who refused to attend public integrated schools.
