2. Passage of this amendment will accomplish the primary objective of preventing enforced integration.
The practical result of the U.S. Supreme Court decision, together with the present laws and Constitution in Virginia is enforced integration, since there are very few people who can afford to pay tax. es to support a public system and at the same time pay to send their children to a private, segregated school. In effect, the only alternatives they have, if they continue to support the public school system, are (1) to send their child to an integrated school or (2) deprive him of an education. Passage of the amendment would give each parent a third alternative, that i3, to send his child to a private nonintegrated school. The expense would be borne in part by public funds, which he has himself contributed to, and in part by additional funds he would be called upon to pay.
