1. It will undoubtedly save the public school system in many counties of Virginia.
If the amendment is not passed, people in Virginia will be faced with the alternatives of integrated public schools or no public schools at all. In some section* of the state where the Negro population is high, sometimes approaching or exceeding fifty percent, the people are adamant in their refusal to conduct integrated schools. In Prince Edward County over 1200,000 has already been subscribed to finance segregated private white schools. Thus, in such areas of the state, there would be no public schools if the amendment is not passed. White children would be educated in private expense. Negro children, in these same areas, would receive no education unless they were in a financial position to pay for it (
a. Passage of the Amendment will make these things possible:
(1) Those who wish to attend integrated schools will be able to do so. <
(2) It will assure an education for those children whose parents object to an integrated public school by making possible tuition grants for private education.
These would be available equally to colored children who parents oppose their attendance in an integrated school.
(3) It would make possible gradate aid to Negro students who wish to pursue their education outside the state.
(4) It would restore tuition grants for war orphans who are ■ being educated in private schools.
(6) It would ,provide teacher scholarships for young people who are attending private colleges and wish to make teaching their professions.
