The proposal to provide tuition grants cannot be adopted without revising our State Constitution. Section 141 of the Constitution specifically forbids 'the use of public funds for private education. It is this section 141 and only this section which the Gray Commission proposes to amend.
The Gray Commission would permit each locality to exercise its own discretion as to the integration of its public schools.
