It has been charged that there is an infamous plot afoot to do away with our public school system in Virginia. The governor of our state and members of the General Assembly have pledged themselves to support the continuance of the public schools. Surely these people have acted in good faith in supporting the proposals of the Gray Commission, and can be trusted to protect t our public schools.
3. Teachers who go into private schooling as a result of the Gray Commission’s program, will maintain their present status in the state retirement program if the school is non-sectarian. Their social security status would also remain unchanged if' the private school operates on a non-profit basis.
Our legislators are responsible men who will recognise their duty to enact measures that will be in the interest of the public. If some proposals prove unsatisfactory in practice, they can be changed or even abolished entirely.
A question of the constitutionality of the proposed amendment has been raised by the opponents to the amendment. The expressed aim of the Gray Commission was to find a solution within the bounds of the law. It diu not, and does, not, “defy” the Supreme Court. In deliberating the Commission had the advice of soine of the most eminently qualified constitutional lawyers in Virginia, and in their opinion the proposal is constitutional, and under the law as it now is, will withstand attack successfully.
