and obtain a duplicate or substitute therefor, upon furnishing information of such fact satisfactory to the Treasurer of the County ana upon the payment of a fee of Fifty Cents (50c) to the said Treasurer, or other agent of the Board appointed for the purpose.
0. The said license shall not be transferrable as between persons or vehicles.
10. Upon the application to the Treasurer of the County, or other agent of the Board appointed for the purpose, for said license, upon forms provided therefor, and the payment of the cost thereof as herein, provided to the Treasurei, or such agent, the Treasurer, or such agent, shall issue a license plate and the vehicles for which this license is procured shall have exhibited thereon, in the front or rear thereof, and attached thereto, the said license plate, in such a manner as the same shall be plainly visible to the general public.
11. There shall be exempt from the operation and requirements of this ordinance all vehicles exempted from the imposition of state, county, city and town ordinances under the provisions of Article 1. Chapter 3 of the Code of Virginia of 1950. as amended.
12. In the event any provisions of this ordinance is declared unconstitutional or otherwise invalid, the such shall not invalidate other provisions of this ordinance.
13. Any person violating the provisions of this ordinance shall be guilty of a misdemeanor and shall, for a first and each subsequent conviction thereof, be punished by a fine of Five Dollars, ($5.00).
