Washington—What has happened to the hrghly-controyersial Federal Commission on CiVil'Rights? Two years ago it was established by the Congress, at the request of President Eisenhower, after extended debate. Despite the earnest contention that no such new federal agency \yas either proper or necessary, and that the proposal artiounted to a contemptuous displacement of the State and local judiciadies, legislation establishing the Commission was pushed through, on the grounds that voting rights were being denied arbitrarily to Negro citizens in. the South, and that other civil rights were being thrust aside.
