In calendar year 1958, nearly $250,000,000 was paid out in benefits from the Disability Insurance Fund, which is separate from the regular Social Security Trust Fund. Of this, more than $5,600, 000 went to Virginia residents.

The law is strict As I have emphasized in previous reports on this subject, a disability may be substantial without creating entitlements to payments under social security_even sufficiently severe to force the worker to give up a job he has held for many years, or abandon the only trade in which hie is skilled. The test of disability, under this law, is not whether one is unable any longer to perform his usual work or not, but whether he can engage in any kind of substantially gainful activity or not

Our subcommittee inquiry, which is continuing, is intended to insure that citizens are being treated fairly, within the framework of the law, and that the casts are being processed without undue delay.
