Periodic adjustments to the routes are made, however, in order to prevent any one area from being disturbed by these flights over a prolonged period.
“The Navy sincerely regrets that it cannot eliminate all of the disturbances associated with these flights, by discontinuing them. I>ufing,3thcse times of international tension, however, it is essential that- the military posture of the United States be maintained at the highest possible state. Since the level of combat readiness attained by Navy pilots engaged in these low-level flights has a direct effect on the combat potential of naval aviation, I trust you will understand the need for continuing this training,”
