The budget is a big document, and every heading provides' basis " Jot "discussion and even .argument, but let us glance at a few of the increases:
The foreign aid program, exclusive of strictly military assistance— up $175 million miltary assistance would be reduced $50 million). Interest on the public debt which is rrsfring $290 billion—up $200 million. Price supports and other aid t<£ agriculture_up $50 million. Labor and welfare activities.up $125 million. General government expenses.up $200 million. Natural resources programs—up $159 million. Nondefense spending would be increased to a level 63 percent above that of fiscal year 1954. Defense spending would be less than fiscal 1954;-less than two years ago; the same as in this year.
Whether our national defense is adequate to the threat we face from a Soviet Russia which admit-> tedly is ahead of us in certain areasv of missile research and develop-) ment and, at the same .time, maintaining a huge conventional war machine, is beyond the scope of these brief comments. A news analyst of some rq>ute (Walter Lippman) has suggested, out of concern rather than unfriendliness, tKat “the President his been presiding over the loss of American primacy among the great nations of the world." t Whether or not this be valid comment, the. fact remains that many citizens have become numbed to he pain of high taxes and recurring record budgets by the assumption that these are inevitable in a period of world tension and heavy defense costs. A review of the figures, makes strikingly evident, though, that the tremendous increase in the cost of government in recent years has been in nondefenses spending, whereas fewer dollars are earmarked for defense than in fiscal year 1954 (under Mr. Truman)_and they are dollars that buy appreciably less than 1954 dollars»did. 1
