NEGRO FEDERAL JUDGES Kennedy, (lie candidate ol the NAACP, promised the % National Bar Association (a Negro group) as follows: "With more than 4,000 Negro lawyers in this country there are many outstanding Negros from whom to choose future judges. President Truman led the way is appointing the first Negro life-time federal judge, and the first Negro on the Court of Appeals. But the fact that only one other Negro has been appointed as a life-time federal judge shows how far we still have to go in making our judiciary representative of the best of all our people. "I assure you that in a new Democratic adminns- , fration there will be far better representation, on the basis of merit, of persons of all our racial groups, including particularly those who in the past have been excluded on the basis of prejudice.1' (The State, 9/3/60). RADICAL CIVIL KIGhTS PLEDGES Kennedy has also pledged to enact and impose upon the South, through Federal Courts, the most punative civil rights program since Reconstruction. He has solemnly pledged: 1. To force every Southern school district to desegregate by 1963. 2. To eliminate by Federal law all poll taxes and literacy tests so that any person can vote regardless of whether he can read or write. 3. To provide for all races access to "all areas ol community life" (churches, clubs, societies, and homes). 4. To pass "Title III" which will authorize the Attorney General to bring integration suits in the name of the United States.
