A general description of the plan and a preliminary list of participating banks may be obtained from the office tof he Authority at 1010 State-Planters Bank Building in Richmond. Full deails are available at participating banks. The Authority does not mke loans. These are made by participating banks from their own funds. Any resident of Virginia who is a student in good standing or has been accepted for admission to a statesupported institution of higher learning in Virginia and needs funds to help pay his or her college expenses is eligible for a loan.
