AS AN EXAMPLE OF clear-headed common sense, the Clarke planning effort is almost without parallel in this area. We know how Loudoun and Fauquier are often cited as the best examples of efforts to enact controls on runaway growth—the mushrooming growth that harms existing residents and newcomers alike. But, frankly, much of. the ^vaunted planning of Fauquier and Loudoun—Fauquier, especially—is directed more at accommodating projected growth trends, rattier than in planning and: controlling growth. There’s a dif-J ference, and Fauquier officials don’t seem tohayd grasped the point clearly.
