The Virginia Commission of Outdoor Recreation is proposing an $84 million bond referendum for the purpose of building a statewide network of parks. The General Assembly must approve the program and then place it before the voters in November.
The program comes at a very unfortunate time. Both President Nixon and Governor Holton have asked us to conserve energy.' It seems entirely inappropriate at this time to start building a vast-new system of parks when we don’t even imow if we’!! have the gas to get to them. In addition, the use of energy for this purpose will obviously have to come out of someone’s allotment. Perhaps it would come out as some - private project that would create employments, and productivity or perhaps it would come out of your heating fuel oil allotment.
In time of tranquility and . prosperity, such a system of parks would deserve serious consideration. At r the present time, however, severe economic adjustment are going to be inflicted on our system. Now is not the time to under' take a financial burden of this magnitude. Not only t 4 would us taxpayers have to i pay back the principal and ■ interest, but by removing„ taxable property from local jurisdiction, we wouldv have to pay more taxes to make, up the less..
