However, the cost and availability of fuel and energy of all kinds does af- • feet economic conditions in Virginia as well as the rest of the country, and this has a substantial effect upon the expected tax revenues for the state in the next two years.
Consequently, both former Governor Holton and Governor Godwin are proceeding very carefully as to revenue estimates over the next two years and the General Assembly is also concerned about the impact of these problems on the statq budget. Particular care will have to be given to the budget in order that appropriations do not exceed revenues.
