gardner — who as zoning administrator serves as secretary to the Commission — and Pete Luke, chairman of the Supervisors, who also serves as the Supervisors’ representative to the Planning Commission. Herbert Barksdale, the planners chairman, had called Luke earlier to say he was ill and wouldn’t be able to come.
Jim White, representing Planning District Nine, outlined what he saw as the steps in the development of a master plan for Rappahanock. First, he said, there is “pre-planning” during which “the people willing to assist and participate in the plan development are identified.” These participants would probably include the district and county planning staffs, outside consultants such as PEC and groups within the community, White said.
The next step would be ‘ ‘program scheduling,” determining at what rate development of the plan should take place, whether it should be accomplished in months or years. Then “background studies” could begin, White said, noting “this is what the PEC addressed itself to.”
